Ontario municipal sewer surcharge rates vary by municipality but typically range from $0.50 to $2.50 per kg of BOD and TSS above the permitted discharge limit. Toronto's rates are among the highest at approximately $1.80/kg BOD. For a facility discharging 500 m³/d at 1,000 mg/L BOD (vs. a 300 mg/L limit), annual surcharges can exceed $150,000. What is WSER compliance in Ontario?
The Wastewater Systems Effluent Regulations (WSER) under the Fisheries Act set national standards for direct dischargers.
